DOST Scholarship FINAL CLEARANCE

 
How I got my DOST Final Clearance


Hello Fellow DOST Scholars!

I am an RA 7687 Scholar Batch 2003. Indeed, I have enjoyed the monthly stipend and book allowances during college. And now that I have worked in the country for 3.5 years
*, it's time for... FREEDOM! Haha! But joking aside, I'm glad that I have already fulfilled my service obligation in the country and that I can already have my Final Clearance.

*I took up BS ECE which is a 4year-1term course. My scholarship was terminated after 3years and 1 term (equivalent to 3 years and 4 months), and in a way, it is a blessing in disguise as this means less service obligation. Hihi.

 
By the way, unlike other scholars, I did not experience that much hassle
  1. NBI clearance was not required for my employment (I submitted Police Clearance instead)
  2. Passport application does not require NBI clearance as well
  3. I was able to go out of the country without Temporary Clearance from DOST (some co-scholars informed me that this is not being checked in Immigration. But to make sure, I went to Bureau of Immigration to verify that my name is not in the Hold Departure List.)
Now, let me go through the process that I took...




WHAT TO BRING:
  • Certificate of Employment (this should contain your hiring date)
  • Ballpen for filling up the Request Form


WHAT YOU NEED TO KNOW:
  • Department of Science and Technology - Science Education Institute (DOST-SEI) is no longer located at the PTRI Building, but now inside the DOST Compound

  • How to get there?
    • From Alabang, you may ride a bus or jeep to Bicutan. Alight at Bicutan tollgate.
    • From Taft Avenue, take LRT or jeep to Pasay Rotonda. Ride a jeep to Bicutan (Expressway/Skyway). Alight at Bicutan tollgate.
    • From Cubao, take Bicutan bus. Alight at Bicutan tollgate.
    • If you are already at the Bicutan tollgate, walk to PTRI Gate to take tricycle, or walk all the way to DOST Gate1. The guard will tell you how to get to SEI. Basically, straight, right, left, right! Take the entrance in front of TAPI.

WHAT IS THE PROCESS:
  1. Confirm with DOST-SEI the total duration for your service obligation. You may call DOST-SEI via the telephone numbers given above. It is better to ensure first that you really have completed your service obligation before working on the Final Clearance.
  2. Go to DOST-SEI. Address, map, and instructions on how to get there are already given above. SEI is at Room 204. You just need to bring your Certificate of Employment. Be sure that your hiring date is written in the COE.
  3. Fill up a Request Form. For Final Clearance, you will be asked to fill out a Request Form. The requirements are also written there, and you only need COE. No Letter of Request, No Tracer Form, No Diploma/TOR, etc. needed.
  4. Submit Request Form and COE. After I have submitted, I was informed that indeed, I have already completed my service obligation, and that I'll be able to get my clearance after 2 days. You may call SEI to check if the Final Clearance is already available for pickup. For my case, I was able to claim it after a week.
  5. Claim your FINAL CLEARANCE. After a week, I returned to SEI to get my clearance. I was given the following:
    1. Certification
    2. Memorandum - indicating 3 day processing time for BI Travel Order
    3. Letter to Bureau of Immigration
    4. Letter to Department of Foreign Affairs
    5. Letter to National Bureau of Investigation

    - Letter 1 must be kept and photocopied, in case that you will be asked for this. (Immigration at the airport, etc.)

    - Letters 2 &3 must be presented to Bureau of Immigration to lift your name from the watchlist. There is a
    3-day processing and a fee of 500Php. Though not sure if I'll work on this as I have already verified that my name is not on the watchlist

    - Letter 4 is mainly for applying passport. But I already have one

    - Letter 5 is for NBI clearance. Maybe this is the only problem I have left
